Rescuers search for survivors of Cavite ferry sinking

MANILA, Philippines - Rescuers combed waters off Limbones Island in Cavite
on Christmas Day for at least 23 people missing after a ferry smashed into a
trawler in an accident that called the crew's competence into question.
The
Coast Guard said it planned to spend 10 days searching for survivors and would
also look into the fitness and discipline of the crew involved in the crash,
which topped off a year of deadly disasters for the struggling nation.
The
79-ton Catalyn B, a flimsy, wooden vessel taking holidaymakers to their home
village on a small island off the mouth of Manila Bay, smashed into 369-ton
Anathalia, a metal-hulled fishing boat, killing at least four
people.
Officials are hoping that at least some of the other passengers and
crew may have survived and are afloat in tropical waters, in what is usually the
calmest period of the year.
"I would say that we should stay there for about
10 days and then find out if we can be successful in (finding) the remaining
unaccounted passengers," Coast Guard chief Admiral Wilfredo Tamayo said after
dispatching patrol craft and aircraft to the site.
He told ABS-CBN television
that the weather was clear and the seas were calm around the accident site.
Rescuers expect these conditions to continue, he said.
Forty-six survivors
were fished out of the water on Thursday, along with four bodies.
However
some survivors warned that some of the missing could have been trapped inside
the vessel, which the Coast Guard said sank in 67 meters (220 feet) of water
within minutes of impact.
"Usually people can survive afloat for two to three
days in Philippine waters," Ensign Jhoe Barbasa, a Coast Guard spokeswoman told
AFP.
"But other factors also play a big role. Hunger, injuries or ailments,
like hypertension, and the weather, can affect that window," she added.
Since
there were no reports of engine trouble or bad weather during the predawn
collision, Tamayo said that "obviously" someone failed to observe nautical rules
on rights of way, leading to the disaster.
"We're also looking at conditions
of the watch at the navigating bridge -- whether the crew or the captain are in
good physical condition, whether they (were) drunk or tired or maybe they were
not awake at that time."
A formal inquiry will start "maybe in three or four
days", he said.
The fishing boat has been impounded, Barbasa added.
"We
started listing within two minutes of the collision," said 27-year-old survivor
Erwin Broncano.
"There was no warning. There was no order to abandon ship. I
ran upstairs to rouse the other passengers there. I grabbed a life jacket and
did not even have time to tie it properly before I jumped out," he told local
radio.
"The wind was up and there was a strong current, but the skies were
clear," said Broncano, whose two female cousins and a niece are among the
missing.
Ferries form the backbone of mass transport in the archipelago
nation of 92 million people. But bad weather, poor maintenance, overcrowding and
lax enforcement of regulations have led to frequent disasters.
The world's
deadliest peacetime maritime disaster occurred south of Manila in 1987 when a
ferry laden with Christmas holidaymakers collided with a small oil tanker,
killing more than 4,000 people.
A series of tragedies have struck the
Philippines in recent months, including two tropical storms that claimed more
than 1,000 lives in September and October and an election-linked massacre of 57
people last month.

For 2010 bets, Christmas is a time for family

MANILA, Philippines - Candidates in next year's presidential election took
time out from their busy schedules to spend some quality time with their
families on Christmas day.
Former president Joseph Estrada continued a
family tradition by inviting all members of the Ejercito clan to a reunion. Most
of the family, from the youngest grandchild to the oldest living relative, had a
good time with the former president who clearly enjoyed being the host of the
event.
"This is only my second Christmas out of jail so I really missed my
family. I told them 'We must have an honest-to-goodness, real family reunion,"
he told ABS-CBN.
Estrada was elected president in 1998 but failed to finish
his term after a four-day bloodless revolt ousted him from office in 2001. He
was tried and subsequently convicted of the crime of plunder but received a
pardon from President Arroyo a month after the sentence was handed down.
Estrada said he is running in next year's election to finish what he had
started in 1998.
Like Estrada, Bro. Eddie Villanueva of the Bangon Pilipinas
Movement also spent Christmas with his family. The founder and spiritual leader
of the Jesus is Lord Movement said Christmas is one of the few times of the year
that their entire family is together.
On the other hand, the family of the
late president Corazon Aquino spent their first Christmas without the democracy
icon after her death last August. Sen. Benigno "Noynoy" Aquino III, son of the
late president, said the Aquino holiday revelry this year was tinged with
sadness, knowing that there would be replacement for her beloved mother.
Sen. Manny Villar, meanwhile, decided to spend Christmas this year outside
the country with his family.
While the presidential contenders may be
opponents next year, all of them said they wished that the entire Filipino
people would look at the new year with hope.

The Roman Catholic Church in Mexico has strongly opposed the gay marriage
bill since it was taken up by the city legislative assembly in
September.
Vatican former health minister Javier Lozano Barragan, a Mexican
cardinal, earlier this month said that homosexuals and transsexuals "will never
make it to the kingdom of heaven."
Buenos Aires, known for its active if
low-key gay movement, became the region's first city to approve civil unions for
gay couples in 2002, granting them some but not all the rights enjoyed by
heterosexual married couples.
Elsewhere in Latin America, the Mexican state
of Coahuila and the Brazilian state of Rio Grande do Sul also allow civil unions
for same-sex couples.
In late 2007, Uruguay became the first country in the
region to legalize civil unions for gays. In January 2009, the Colombian
Constitutional Court recognized a series of civil union rights for homosexual

MANILA, Philippines - Mayon Volcano's activity has become "very intense"
with stronger volcanic earthquakes and continuous lava fountaining, the
Philippine Institute of Volcanology and Seismology said Tuesday
morning.
"Earthquake signals are more intensive and bigger in size compared
to Monday's record," Phivolcs Director Renato Solidum told ANC's
News@8.
Solidum said the volcano has been covered by thick clouds since
Monday, but the rumbling sounds and stronger earthquake signals indicate that
lava fountaining was continuous.
He said the Phivolcs' monitoring team was
able to actually see the fountaining of lava during 2 cloud breaks at 6 p.m.
Monday.
Phivolcs' bulletin issued at 7 a.m. Tuesday, said the volcano
"continued to show an intense level of activity during the past 24 hours." It
said a total of 1,266 volcanic earthquakes were detected during the 24-hour
observation time.
"Many of these volcanic earthquakes were recorded at
maximum deflection and have continuously occurred since 12:21 p.m., 20 December
2009 (Sunday). Harmonic tremors were still continuously being recorded," the
Phivolcs bulletin said.
The bulletin added that the volcano's sulfur dioxide
emission rate remained "very high," measuring to an average of 6,529 tons per
day.
It said red hot lava has continously flowed down along the
Bonga-Buyuan, Miisi and Lidong gullies. The lava front has reached about 5
kilometers downslope from the summit along the Bonga-Buyuan gully.
The alert
level hoisted over Mayon Volcano was raised from 3 to 4 on Sunday afternoon.
Alert Level 4 means "a hazardous explosive eruption is possible within
days."
The increased alert level prompted authorities to hasten the
evacuation of a total of 9,946 families or 47,285 residents from 45 villages
located within the 6-kilometer to 8-kilometer danger zones of Mayon
Volcano.
The Provincial Disaster Coordinating Council of Albay reported that
a total of 9,428 families have been evacuated from the danger zones.
With
majority of the residents evacuated, Solidum said authorities are now more
concerned of the ashfall produced by the volcano's intense activity.
"That is
the more dangerous part because its very fine ash. During explosions [lava]
fragments are quite big, but the main problem of the eruption from a distance is
the very fine ash," he said, adding that fine ash produces more hazardous
effects to humans.

giving President Barack Obama a thumbs-up.
According to a CNN Poll of Polls
compiled and released Thursday, Obama's approval rating in polls taken in the
past week averages out to 50 percent, with 44 percent saying they disapprove.
"Obama's average approval rating was at 52 percent or 53 percent every week
from early October to mid-November. Each week since then, his average approval
rating has been between 48 percent and 50 percent," says CNN Polling Director
Keating Holland. "The bad news for the White House is that his current rating is
down by roughly 15 points since the start of the year. The good news is that it
appears to have stabilized as the end of the year approaches."

Tokyo man marries video game character

Tokyo, Japan (CNN) -- Nene Anegasaki is a witty, doe-eyed beauty. She looks
perfectly perky in sexy skirts, doesn't pick fights and is always at one Tokyo
man's beck and call -- that is why the 27-year-old decided to marry her.
The
only complication: She is a videogame character in the Nintendo DS game called
"Love Plus."
Still, that didn't stop Sal 9000 -- the only name the groom
would give -- from marrying Nene in a ceremony witnessed live by thousands on
the Web.
When asked if Nene is his dream woman, Sal replied, "Yes, she is.
Her character changes to my liking as we talk and travel to different
places."
Japan's Internet community has witnessed relationships and marriages
to avatars, though it's typically been within the confines of the virtual world.
Last month, Sal decided to be the first human-to-avatar union. Clad in a white
tux, Sal married Nene in front of some friends and Web users watching the
ceremony live online.
The wedding, while not legally binding, was Sal's way of expressing his
devotion to his avatar girlfriend.
"I love this character, not a machine,"
said Sal, when asked about whether he can love an electronic device. "I

and game addiction, doesn't think Sal 9000 is an extreme case. What is healthy
about Sal is that he can communicate with people enough to do an interview on
CNN and webcast a half-serious wedding, Ashizaki said.
"There are many others
who can't express themselves like Sal can, and those are the cases we worry
about," says Ashizaki. What's important to note, Ashizaki says, is that Sal is a
representative of many of Japan's young gamers.
"Today's Japanese youth can't
express their true feelings in reality. They can only do it in the virtual
world," Ashizaki said. "It's the reverse of reality that they can only talk
about what they feel to a friend in the virtual world."

Clinton arrives at COP15 amid fears for climate talks


(CNN) -- U.S. Secretary of State Hillary Clinton arrived in Copenhagen
early Thursday morning amid concerns that time is running out at the climate
change summit for world leaders to agree a deal to combat global warming.
Yvo
de Boer, the U.N.'s top climate official, admitted Wednesday evening that
negotiations had unexpectedly stalled and said that the next 24 hours would be
crucial.
The conference's Danish hosts had been expected Wednesday to table a
text intended to establish a basis for further negotiations. But de Boer said he
did not know if the Danish text had been tabled.
"The cable car has made an
unexpected stop," De Boer told journalists. On Monday he had said that the
"cable car" was halfway up the mountain and that the rest of the ride would be
"fast, smooth and relaxing."
Clinton is among dozens of senior-level figures
joining the negotiations in the final days in an effort to push the summit
towards a global deal limiting carbon emissions to replace the Kyoto Protocol.
U.S. President Barack Obama is expected to join the talks Friday.
"The
Secretary and the President decided that she could play a useful role in helping
close gaps in our climate talks there by traveling to Copenhagen and personally
participating," a spokesman for the U.S. State Department said.
Chinese Premier Wen Jiabao was among world leaders to arrive at the summit
Wednesday. He told reporters aboard his flight to Denmark that he intended to
assert China's "sincerity and determination" to work with the international
community to tackle climate change," according to the official Chinese
government Web site.
"I hope the meeting, with joint efforts made by various
parties, will yield fair, reasonable, balanced and achievable results," he
said.
Japan became the latest country to pledge climate aid to developing
nations Wednesday, offering $15 billion by 2012 to help vulnerable states
mitigate against the impact of global warming. Earlier in the week the European
Union pledged $9.4 billion for the same purpose.
Climate change activists
attempted to disrupt the summit Wednesday, resulting in around 250 arrests.
Protesters had hoped to get inside the Bella Center, where the talks are being
held, to set up a "people's assembly" but police used pepper spray and dogs to
contain the demonstrations.




Hour of truth for troubled climate summit

COPENHAGEN, Denmark - The hour of truth loomed Thursday at the UN climate
talks where countries had to draw a line under procedural squabbles to nail down
a deal ahead of one of the largest gatherings of world leaders in
history.
With just hours to go before some 120 leaders are called to seal an
accord to roll back a terrifying rise in Earth's temperature, German Chancellor
Angela Merkel said she was receiving "bad news" from Copenhagen.
"At the
moment, the negotiations do not look promising but I of course hope that the
presence of more than 100 heads of state and government can give the necessary
impetus to the event," Merkel said in Berlin.
Wealthy nations pledged some 22
billion dollars late Wednesday to help bankroll the war on global warming, with
Japan leading the way by promising to stump up a whopping 1.75 trillion yen
(19.5 billion dollars) to developing nations on climate change if a
comprehensive deal is reached at Copenhagen.
But the announcements could not
mask the huge differences still dividing rich nations and the developing world
over how to shoulder the burden.
Some of the bitterest exchanges at the
12-day conference have been between the United States and China, the world's two
biggest polluters.
"It's proceeding at a snail's pace right now," Australia's
Prime Minister Kevin Rudd said after talking into the small hours with Ethiopian
counterpart Meles Zenawi on funds to help developing nations.
"But the nature
of these negotiations is that they either run into a brick wall or you get a
breakthrough towards the end."
A deeply gloomy senior delegate told AFP: "It
won't be feasible to get a complete agreement unless it's just one page. We need
several more months."
US President Barack Obama was not due to arrive until
the climax on Friday but his top diplomat, Secretary of State Hillary Clinton,
was working the conference hall Thursday in a bid to prevent an embarrassing
failure.
The US was widely condemned for foot dragging on climate change
under the previous president George W. Bush, and Obama is hoping that his
presence will be evidence of a transformation of policy.
The Obama
administration has already said it will table an offer in Copenhagen to curb
emissions in the world's largest economy by 17 percent from 2005 levels by 2020
-- well below pledges by Europe and Japan.
Emerging economic giants such as
China and India say they are willing to promise voluntary measures to slow their
forecast surges in emissions.
But they are reluctant to be subject to tight
international scrutiny and insistent that developed nations should take the lead
in committing to substantial reduction targets.
Chinese Premier Wen Jiabao
arrived in Copenhagen on Wednesday, saying he wanted "to show that the Chinese
government and people attach great importance to the climate change issue by
attending this summit."
India's Premier Manmohan Singh meanwhile he would not
cannot accept a global warming treaty that would stall its drive to lift
millions out of poverty.

the poverty of the developing countries," he said as he flew out.
Singh is
bearing an offer to reduce India's carbon intensity by 20 to 25 percent by 2020,

Judge Jocelyn Reyes declines security

Supreme Court acting spokesperson Gleo Guerra
said that Chief Justice Reynato Puno has vowed the "judiciary’s full support" to
the 49-year-old Reyes, a public prosecutor-turned judge, to ensure her safety
during the hearing of the case.
Reyes, a graduate of the University of Santo
Tomas (UST) Faculty of Civil Law, was appointed as QC RTC presiding judge on
December 28, 2004.
She previously served as a public attorney (1992-1995),
public prosecutor (1995-2000), and a presiding judge of the Municipal Trial
Court in Cities (MTCC) in Angeles (2001-2003).
Guerra said Reyes, together
with QC RTC Executive Judge Fernando Sagun, Jr. have already discussed with the
Philippine National Police (PNP) about the security measures to be implemented
once the trial starts.
Guerra also told reporters that Sagun, 1st Vice
Executive Judge Bernelito Fernandez, and 2nd Vice Executive Judge Vicencio
Baclig will go to Camp Crame to examine three possible sites for hearing the
murder cases.
The three judges will submit a report as to the result of their
ocular inspection to the Court, through Court Administrator Jose
Perez.
"After the place of trial has been finalized, Judge Reyes will
immediately set the cases for hearing. Executive Judge Sagun will also make
periodic reports of the proceedings to the Court through Court Administrator
Perez," Guerra said.
Preliminary probe set
Meanwhile, the Department of
Justice (DOJ) is set to conduct its first preliminary investigation into
multiple murder complaints filed against nearly 200 people believed to be
involved in the Maguindanao massacre, including 25 police officers currently
detained at Camp Crame and members of the Ampatuan clan led by former
Maguindanao Governor Andal Ampatuan Sr.
Assistant Chief State Prosecutor
Richard Anthony Fadullon said the preliminary investigation will be conducted by
a panel of prosecutors composed of Senior State Prosecutors Roseanne Balauag and
Anjanette Ortile, State Prosecutor Rex Gingoyon and Assistant Prosecution
Attorney Xerxes Garcia.
The preliminary investigation will be held at the
DOJ-Multi Purpose Hall at 2 p.m. Friday.
Fadullon said no media
practitioner will be allowed inside the hearing room, but a camera will be set
up in the venue of the proceeding to allow the media and the public to view the
proceedings live.
More affidavits, evidence
Chief State Prosecutor
Jovencito Zuno said Andal Jr., who is detained at the nearby National Bureau of
Investigation (NBI), has waived his appearance in Friday's hearing, where the
prosecutors are expected to receive more affidavits and evidence which will help
them determine if there is a probable cause or enough reason to charge Andal Sr.
et al with the offense they are being accused of.
Fadullon said the
respondents are not required to attend in the preliminary proceedings, but the
DOJ will still implement tight security around the area as "we don't want to be
caught flat-footed if all of them appear or send lawyers."
Fadullon said the
DOJ is concerned with the bigger personalities who will attend the hearing that
they had to make security arrangements.
He added that the preliminary
investigatioin may go beyond the 60-day period as required under the rules as
the parties are expected to ask for extension in submitting their
counter-affidavits and other evidence.
"I think they would be asking for more
time. We will grant them that opportunity," Fadullon said. – With reports from

WASHINGTON – Scottish singing sensation Susan Boyle's appearance on "Britain's Got Talent" was the most popular video on YouTube this year, garnering over 120 million views, the video-sharing site said Wednesday.

"David after Dentist," a video of a dazed seven-year-old boy after a visit to the dentist, was next with more than 37 million views, YouTube said in a blog post.

"JK Wedding Entrance Dance," a Minnesota couple's joyous wedding dance, was next with 33 million views followed by the trailer for the movie "New Moon" with 31 million views.

In fifth place was an Evian advertisment featuring babies on roller skates with 27 million views, YouTube said.

It was the first time Google-owned YouTube released a "most-watched" video list.

YouTube also released a list of "fastest rising" search terms for each month of the year.

Not surprisingly, the fastest-rising queries for a particular month tended to mirror the news at the time.

The word "inauguration" was number one in January, when Barack Obama was sworn in as president of the United States.

In April, it was "Susan Boyle" while in June and July it was "Michael Jackson," the pop icon who died on June 25 at the age of 50.

"Tiger Woods," the golfer whose car accident and extramarital affairs have dominated the headlines over the past few weeks, is the fastest-rising search query so far for the month of December.


Police battle climate activists amid talks rancour




COPENHAGEN, Denmark - Police battled demonstrators outside the UN climate summit on Wednesday as leaders of developing nations let rip at wealthy counterparts, exposing the mighty obstacles facing a deal to tame global warming.

Police with dogs fired teargas and arrested around 260 marchers near the Bella Center, while inside the conference venue fears swelled that ministerial wrangling could wreck hopes for a deal.

Around 1,500 demonstrators tried to march on the closely guarded complex, where 194 nations are seeking to forge a strategy to head off the dangers from rising oceans, droughts, plagues and storms threatened by soaring temperatures.

Inside the conference centre, a man and a woman stormed on to the main stage after a speech by Senegal's President Abdoulaye Wade, repeatedly shouting "Climate justice now!" before being taken away by security guards.

Many delegates from developing countries applauded and away from the stage, world leaders arriving for Friday's grand summit of 120 chiefs, portrayed the negotiations in a sombre light.

British Prime Minister Gordon Brown acknowledged a deal would be "very difficult," while his Australian counterpart Kevin Rudd said there was "no guarantee" of accord.

Friday's summit hopes to conclude a post-2012 strategy by setting down the outlines of an accord on curbing carbon emissions and craft a mechanism to provide billions of dollars for poorer countries in the firing line of climate change.

Scientists warn that many millions of people face going hungry, losing their homes and access to water within the next decade if nothing is done to stem the rise in greenhouse gas emissions.

But nine days of official and informal negotiations have failed to produce a breakthrough on any of the key issues.

In one of the first speeches by a head of state, Venezuelan President Hugo Chavez railed against what he called "the imperial dictatorship" of the West and said poorer nations would buck the diktats of the rich.

"There's a group of countries who think they are better than us in the South, in the Third World," he said before taking a dig at US counterpart Barack Obama for receiving the Nobel Peace Prize after announcing the dispatch of 30,000 more troops to Afghanistan.

Chavez said rich countries had rushed to spend heavily to save their banking system yet were Scrooge-like like when it came to averting a far greater peril.

"If the climate system was a bank, they would have already saved it," he quipped.

Speaking on behalf of Africa, Ethiopian Prime Minister Meles Zenawi said the world's poorest continent would not agree a deal at any price.

"We are determined to make sure that in Copenhagen we will have an agreement that all of us, Africa included, are happy with or there will be no agreement for anyone," said Meles.

Tiny Tuvalu, a Pacific archipelago of nine coral atolls which is one of the countries most at risk from rising sea levels, likened the state of negotiations to the Titanic.

"It's time... to launch the lifeboats, it's time to save this process," its chief negotiator Ian Fry said.

Chinese chief negotiator Su Wei complained the process was "not transparent" and warned of "very grave consequences if we do not resolve this issue."

With the conference moving towards its climax, Danish Prime Minister Lars Lokke Rasmussen took over as chairman, replacing Connie Hedegaard who will lead informal talks.

"People around the world are actually expecting something from us," said Rasmussen, showing frustration at events.

European Union environment commissioner Stavros Dimas voiced concern.

"We are entering the last phase of the negotiations and we should stop the games," he told AFP.

Some of the bitterest wrangling has been between the world's two biggest carbon emitters, China and the United States, which declared on Tuesday they would not shift on their emissions pledges, the thorniest problem of all.

Obama has offered to cut US carbon emissions by 17 percent by 2020 over a 2005 benchmark, a figure that aligns with legislation put before the US Congress.

It amounts to a reduction of around four percent compared with the more widely used reference year of 1990. The European Union has pledged to cut emissions by 20 percent on 1990 levels by 2020.

The Copenhagen summit has been mired with organisational problems with the number of people accredited outstripping capacity by around 30,000.

Thousands of activists from non-governmental organisations were forced to leave the venue on Wednesday to accommodate VIPs, fuelling anger among those who already feel their voices are not being heard.

COPENHAGEN - The December 7-18 UN climate conference in Copenhagen is tasked with framing a new deal for tackling global warming and its impacts beyond 2012.

Here is a factfile on the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol and the talks.

UNFCCC

The offshoot of the 1992 Rio Earth Summit, the UNFCCC provides a planetary arena for tackling climate change. It came into force on March 21 1994. The treaty has been ratified by 192 countries.

Governments swap information on greenhouse-gas emissions, on national policies and on "best practices" for combating global warming. They also cooperate in helping countries adapt to climate impacts.

KYOTO PROTOCOL

The UNFCCC's landmark achievement, the first international treaty to set down legally-binding targets for cutting greenhouse-gas emissions.

It was signed as a "framework" accord in 1997; its complex rulebook was completed in 2001; it took effect on February 16 2005. It has been ratified by 183 countries plus the European Community (EC).

Kyoto set down commitments for industrialised economies that would reduce overall emissions of six categories of greenhouse gases by "at least" five percent by a 2008-2012 timeframe compared to 1990.

Rich countries can trade in emissions or invest in cleaner-energy projects in former Soviet economies or developing economies in order to gain "carbon credits" that they can then offset against their quota.

Poorer countries do not having binding emissions targets. They make a general pledge to avoid pollution.

Kyoto has been badly wounded by the absence of the United States, which signed but refused to ratify the pact, and by massive overshoots in carbon emissions by Canada and Australia.

Supporters of Kyoto like its internationally enforceable compliance mechanisms. Critics flaw the agreement because emerging giants such as China, India and Brazil, which are now major carbon polluters, have no targeted emissions cuts.

COPENHAGEN TALKS

Under a "road map" launched in 2007, the conference will focus on an agreement that will take effect after Kyoto's present commitment period expires at the end of 2012. It must take into account new scientific evidence about the growing danger from climate change.

These are the core goals:

-- Forging a "shared vision" for long-term cooperative action, "including a long-term global goal for emissions reductions."

-- Emissions curbs will be determined by "measurable, reportable and verifiable" actions to cut carbon output. For all developed countries, these will include "quantified emissions limitation and reduction objectives." For developing countries, no mention is made of emissions reductions. Instead, the talks will cover "nationally appropriate mitigation actions."

-- Financial help to enable poor countries cope with the impact of climate change.

-- Encouraging the transfer of cleaner technology through "effective mechanisms and enhanced means," including financial incentives but also the removal of obstacles, a shorthand term for trade barriers.

- Curbing emissions from deforestation, through "policy approaches and positive incentives" in developing countries as well as sustainable forest management and conservation.

4% of US teens admit to 'sexting': study

WASHINGTON– Fifteen percent of US teenagers aged 12 to 17 who own mobile phones have received nude or nearly nude images of someone they know, according to a survey released on Tuesday.

Only 4% of mobile phone-owning teens in that age group have sent sexually suggestive pictures of themselves, a practice known as "sexting," according to the Pew Research Center's Internet & American Life Project.

The Pew survey found that girls and boys were equally as likely to have sent a suggestive picture to another person and older teenagers were more likely to have engaged in "sexting."

Eight percent of 17-year-olds with mobile phones have sent a sexually provocative image by text and 30 percent have received a nude or nearly nude image on their phone.

Only four percent of 12-year-olds have sent suggestive images of themselves.

Amanda Lenhart, a senior research specialist at Pew and the author of the report, said sexually suggestive images have become a form of "relationship currency" for teens.

"These images are shared as a part of or instead of sexual activity, or as a way of starting or maintaining a relationship with a significant other," she said. "And they are also passed along to friends for their entertainment value, as a joke or for fun."

"The desire for risk-taking and sexual exploration during the teenage years combined with a constant connection via mobile devices creates a 'perfect storm' for sexting," said Lenhart.

"Teenagers have always grappled with issues around sex and relationships, but their coming-of-age mistakes and transgressions have never been so easily transmitted and archived for others to see," she added.

The survey found that teens with unlimited text messaging plans were more likely to receive "sexts" containing images of people they know. About 75 percent of mobile phone owning teens have unlimited plans.

Among this group, Pew said 18 percent reporting receiving "sexts" compared with eight percent of teens on limited data plans and three percent of teens who pay per message.

According to Pew, 58 percent of 12-year-olds own a mobile phone and 83 percent teens aged 17 do.

Pew noted that a number of US states are grappling with how to deal with "sexting" among minors and some legislatures have stepped in to consider laws that would downgrade charges from felonies to misdemeanors.

It cited the case of an 18-year-old in Florida who was listed as registered sex offender for the next 25 years after he was convicted of sending nude images of his 16-year-old girlfriend to family and friends after an argument.

Pew conducted telephone interviews with 800 teens aged 12 to 17 and their parents between June 26 and September 24. The survey had a margin of error of plus or minus four percentage points.

Danish PM takes over climate talks chair

COPENHAGEN, Denmark (UPDATE) - Danish Prime Minister Lars Loekke Rasmussen is taking over as chairman of the climate talks, replacing Connie Hedegaard who will lead informal talks, the UN's climate pointman said on Wednesday.

Rasmussen will now be the chairman for the final phase of negotiations which will culminate on Friday with a summit to be attended by around 120 heads of state and government, Yvo de Boer, executive secretary of the UN Framework Convention on Climate Change (UNFCC), told the talks in Copenhagen.

"With so many heads of state and government having arrived it's appropriate that the Prime Minister of Denmark presides," Hedegaard told the 193-nation meeting.

"However, the Prime Minister has appointed me as his special representative and I will thus continue to negotiate the...outcome with my colleagues," she said.

Update on Maguindanao massacre Puno vows security for judge in massacre case,

MANILA, Philippines - Supreme Court Chief Justice Reynato Puno on Wednesday
vowed to give ample security to the Quezon City judge who will try the murder
case of Datu Unsay Mayor Andal Ampatuan Jr.
Puno gave the assurance to 24
judges of the Quezon City Regional Trial Court (RTC) after one of their own,
Judge Luisito Cortez of Branch 84, refused to accept the case due to security
concerns.
In a meeting on Wednesday, Puno reminded the 24 RTC judges that
inhibiting from the case would diminish confidence in the country's judicial
system. He said the Philippine National Police will provide round-the-clock
security to the judge, as well as the judge's family handling the case.
The
Supreme Court earlier granted the Department of Justice's request to transfer
the venue of the multiple murder case from Cotabato City to Quezon City due to
possible security threats to prosecutors and witnesses.
It was learned that
out of 24 judges of the RTC, most were reluctant from taking the case of
Ampatuan. The case is connected to the massacre of 57 innocent civilians in
Ampatuan, Maguindanao last November 23, which is the worst election-related
killing in Philippine history.
During the meeting, Cortez gave several
reasons for turning down the Ampatuan massacre case after it was raffled off to
his sala.
Aside from concern for his family's security, he said his heavy
case workload in handling two branches would hinder him from giving ample time
to the case.
He also cited previous experiences of an ambush and death
threats from handling sensational cases. Cortez survived an assassination
attempt while serving a stint in Plaridel, Bulacan. He has also received death
threats after he took on the case of murdered Abra Congressman Luis “Chito”
Bersamin.
Cortez said he is ready to be castigated by the court for his
decision. He said he followed the process on inhibition. He also said he is
handling many celebrated cases. He said Ampatuan is not the only taxpayer, and
in his personal assessment, there are other cases that also deserve equal
attention.
Puno clarified that there is still no threat to the life of Cortez
so it cannot be said that he inhibited because he was afraid. He said the Court
en banc will study if Cortez's decision for inhibiting from the case is valid
and does not constitute dereliction of duty.
Asked if Cortez's reasons are
acceptable to the Supreme Court, he said this will be on a case-to-case
basis.
The judges agreed that existing rules and processes will be followed
and a re-raffling of the case will be held Thursday at 2 p.m. They also gave
their commitment to the Chief Justice that they would not inhibit themselves
from trying the murder case.
The chief justice said he is planning to visit
courts in General Santos City, Cotabato City and Sultan Kudarat to provide moral
support to judges who will handle the numerous court cases being filed against
the Ampatuans and their supporters.

"Pistol" Pete Maravich wasted virtuoso years on teams that ranged from middling
to poor.


The
league rolled into the 1980s without one player or team that truly defined the
previous decade. The '70s are the only decade thus far that didn't feature a
clear cut Team Of The Decade. The three-peat Minneapolis Lakers defined the
'50s; Boston ruled the '60s; the L.A. Lakers pulled away from the Celtics and
emerged as the team of the '80s and Chicago dominated the '90s. But the '70s?
Who knows. New York began the decade with a title, lost in the Finals in 1972
and won it again in 1973, but tanked the rest of the decade. Boston won it all
in 1974 and '76, but also missed the playoffs four times. Including Golden State
in 1975, five different teams (Celtics, Blazers, Bullets, Sonics) won the title
to close the decade.
Why spend two paragraphs yapping about the '70s? We're a
couple weeks away from closing out the first decade of this millennium and have
the same issue at hand. Who's the team of this decade? The Lakers or Spurs --
the only teams in the discussion. The reason for this debate, however, is
significantly different. It's not that neither team submitted a fitting resume,
it's that both organizations are each deserving. The Spurs were more
consistent.. But the Lakers were more dynamic and transcendent. It's a tough
one, so I had to get on my Dr. Jack/Bill Simmons/Nick Bakay game and break it
all down. Seven categories, worth a cumulative, completely subjective 60
points.
